The expanded agreement builds upon the foundation of their existing commercial robotaxi service in Zagreb, Croatia, which launched earlier this year as Europe’s first. While specific city names and launch timelines for the additional four European cities remain under wraps, the companies have indicated that further details will be unveiled progressively. This strategic move underscores a clear intent to scale autonomous operations rapidly across key international territories.

Synergistic Partnership Driving Innovation

The strength of this alliance lies in the complementary expertise each partner brings to the table. Pony.ai contributes its cutting-edge Level 4 self-driving stack and extensive operational experience, honed through fully driverless, paid robotaxi services in multiple Chinese cities where it boasts city-wide breakeven unit economics. Uber, on the other hand, leverages its formidable global ride-hailing platform, offering seamless booking, secure payment processing, and robust customer support. On-the-ground fleet management, including crucial tasks like maintenance and charging, will be handled by carefully selected local providers, with vehicle ownership models potentially varying by market.

From Initial Ventures to Widespread Adoption

The journey began in May 2025, with an initial focus on international markets. Their pioneering launch in Zagreb, in partnership with Croatian mobility company Verne, served as a crucial proving ground for Europe’s first commercial robotaxi service. Verne acts as the local fleet owner and operator, demonstrating a flexible and localized approach to deployment.

Uber’s commitment to autonomous vehicle integration extends beyond Pony.ai. The company is actively forging partnerships across Europe, including a robotaxi program in Munich with Israeli AI startup Autobrains Technologies and chipmaker Nvidia ($NVDA). Furthermore, Uber and Wayve recently secured regulatory approval from Transport for London to offer supervised autonomous rides in the UK capital, granting private-hire vehicle licenses to a number of Wayve’s vehicles.

Uber CEO Dara Khosrowshahi has articulated the company’s grand vision, as reported by CNBC, to become “the world’s leading commercialization platform for autonomous vehicles.” This latest expansion with Pony.ai is a significant stride towards realizing that ambitious goal, promising a future where autonomous ride-hailing is not just a novelty, but a widespread, accessible reality.
