In a significant stride towards strengthening bilateral relations and fostering excellence in public service, India and Morocco have deepened their cooperation through a landmark agreement focused on public administration training. The pivotal Memorandum of Understanding (MoU) was formally inked in Rabat, bringing together three esteemed institutions: the Indian Institute of Public Administration and the National Center for Good Governance from India, and Morocco’s National School of Administration (ENSA). The agreement signifies a shared vision to elevate the standards of public administration through comprehensive training and skill development programs.

The signing ceremony saw Nada Biaz, Director General of ENSA, and Sanjay Rana, India’s Ambassador to Morocco, formalize the partnership. Ms. Biaz lauded the agreement, emphasizing its reflection of a profound collaborative spirit and the mutual commitment of Morocco and India to cultivate excellence in governance. She highlighted that this partnership is poised to champion leadership and good governance, paving the way for the development of joint programs and initiatives that will benefit both countries.

Ambassador Rana echoed these sentiments, describing the signing as a crucial milestone in the burgeoning relationship between India and Morocco. He underscored the shared strategic vision of India’s Prime Minister Shri Narendra Modi and King Mohammed VI, both of whom advocate for deeper institutional partnerships and robust skills development initiatives to drive progress and mutual growth.

Building on a Legacy of Partnership: The ITEC Program

This latest agreement is a powerful reaffirmation of the enduring partnership between India and Morocco, particularly under the umbrella of the Indian Technical and Economic Cooperation (ITEC) program. For over a decade, the ITEC program has been instrumental in training more than 900 Moroccan professionals across a diverse range of critical fields. These include information technology, cybersecurity, water management, accounting, and public administration, demonstrating a long-standing commitment to capacity building.

All parties involved in the MoU expressed their conviction that this collaboration will significantly reinforce both countries’ dedication to South-South cooperation. It promises to establish a sustainable and robust pathway for the continuous exchange of technical expertise, ultimately contributing to more efficient, transparent, and effective public administrations in India and Morocco.
