Morocco Advances Quadripartite Cooperation to Counter Terrorism
Morocco has taken a significant step in combating terrorism through its quadripartite cooperation agreement with France, Spain, and Belgium. The partnership, which has been yielding strong results, aims to address the growing threat of terrorism worldwide.

According to Hicham Balaoui, Attorney General at the Court of Cassation and President of the Public Prosecution, the quadripartite agreement aligns with the principles of the UN Global Counter-Terrorism Strategy. Balaoui emphasized the importance of strengthening international cooperation to combat terrorism, as terrorist threats do not target a single country but form a global cycle threatening all nations.
Balaoui noted that no state, regardless of its capabilities, can confront the phenomenon of terrorism alone, as it directly affects international security. Effective counterterrorism action requires deploying judicial cooperation mechanisms in line with the Global Counter-Terrorism Strategy, enabling rapid information exchange and preventing extremist groups from finding safe havens.
The partnership has seen significant progress, particularly through the use of liaison magistrates who facilitate communication between specialized prosecutors. This initiative offers a dedicated platform for sharing legislative updates, jurisprudence, and joint case assessments while monitoring terrorist threats.
Challenges Ahead
Despite the efficiency of the legal, security, and institutional measures adopted to confront terrorism, Balaoui noted that the evolving nature of the threat continues to present multidimensional challenges for states and security and judicial bodies. He identified foreign terrorist fighters, due to ideological and organizational complexities, as the most critical challenge currently facing security agencies and judicial institutions.
Balaoui highlighted the role of social media platforms, which have become ideal spaces for extremist groups to operate, enabling secret communication and providing access to a vast global audience.
International Consensus
The search for effective means to combat terrorism in all its forms enjoys international consensus, reflected in global and regional agreements, UN resolutions, and recommendations. The Rabat meeting represents one of the effective international mechanisms in this field, providing a platform for exchanges on legislative initiatives and jurisprudence related to counterterrorism.
The two-day program included technical presentations and discussions on the handling of terrorism cases before the courts, ways to accelerate mutual legal assistance procedures, strengthening information-exchange mechanisms, and exploring avenues to improve reintegration and extremism-prevention programs.
